sqlplus / as sysdba password prompt

Hello,
I have a windows based oracle 11g system.  at the OS command prompt, I type sqlplus / as sysdba,  and get prompted for a password, instead of going right to the sql prompt.  I've checked, and the  OS user is a member of groups ora_dba and Administrators.   Why can't I log directly in as sysdba?
