P0005S Form W0005SB has the Description QBE Fields in the header of the form

Hi Community --

Does that seem normal to you?  When you use the visual assist to go into a UDC table, the QBE Fields for the Description fields are in the header of the form.  It is very inconsistent with the look and feel of all the other E1 screens.  This is in 9.1 only.  The odl releases, display the fields at the top of the grid.  There isn't a setting or something that we have missed, is there?  I have attached a screen shot.
