Not able to download more than 22730 rows in BI Publisher as a datasource in 11.1.1.7.0

Hello Experts,

Not able to download more than 22730 rows in BI Publisher as a datasource.

Have increased the database fetch size to more than 300 and tested but still cant download more than 22730 rows.

Requirement is to download more than  1 million records using BI publisher.
Any suggestion please.

The issue is not browser specific. Any report run from BI Publisher, are not able to download more than 22730 rows.
Can replicate the issue anytime required.
