Patch 14825718: ORACLE FORMS BUNDLE PATCH 10.1.2.3.2

I probably have multiple questions on this.  We're on a 64 bit Linux Platform running EBS 12.1.3. My questions are as follows:

1. In the ReadMe under the Patch Installation Instructions, Special Instructions: It refers to using the "High Contrast" parameter as if that's optional.  Is it optional and if so, is it best practice to use it or not?

2. if it is optional, what advantage is there by using it?

3.  STEPS 2-5 ONLY APPLY IF YOUR FORMS APPLICATION USES WEBUTIL.  I thought I saw a note given that we're on 12.1.3 where webutil is not supported, so if that is true, then we're probably not using it?  Is that correct?
