Purge Logs and Closed System Alerts Request do not purge old record

Hello all, I saw that this request do not purge old record, after apply patch 10022143  it still cannot purge old record

My system is Oracle EBS -12.1.1 ,db 11.1.0.7, IBM AIX-6.1
