Scheduling Job And Creating Material Requirement

  Hi all,
after Upgrading from 11i to 12.1.3 it is no longer possible to save a standard discrete job for an item with BOM and Routing (for an item without routing it works). We always get the message: Scheduling Job And Creating Material Requirement.

This error is described in Note ID 759655.1 but proposed solution does not fit since we are higher then the recommended version of wipbmrub.pls. 
In Note ID 1087053.1 an migration error is described. Unfortunately the note cannot be opened since 4 weeks or more....

Does any one have a clou?
