How to change the 'Controlled At' to 'Master Level' for the inventory catagory set definition ?

Hello Gurus,

I like to configure the inventory catagory set to be controlled from 'Master Level', but whenever i try to change the 'Controlled At' to 'Master Level' for the inventory catagory set definition its resulting with an error as upoaded in the attachment.

Will appreciate any help in this regard.
