Event Rule Window in Design Aids not scrolling properly

Hi,

I'm not sure this is a know issue or not. In V9.1 (E910) running Tools Release 9.1.2.1, our Event Rules window doesn't scroll properly when using the wheel on the mouse to scroll. What happens is when you roll the wheel on the mouse, for each up or down scrolling of the window, the page flips an complete page plus the one line up or down.

When you scroll 2 lines up or down, the page scrolls two pages plus two lines ... so on and so forth.

Does anyone else have this issue or is it just this installation? I believe it is happening on all FAT Clients at this site.
