Speed Time Entry, P051121, how to lock [bill rate] BLGRT?

We use P051121 to "import" several timecard records.  Setup on our [bill rate] field calls the Union Table based on [union] & [job type / job step] fields.

Our Normal use of [bill rate] - leave this field blank.  let the Union table fetch correct rate

Our abnormal use of [bill rate] - manual or "copy/paste" value into this field.

The problem - abnormal use of [bill rate] allows for typing in very large rate = 9,999,999.999  This is very bad.

The question - Speed Time Entry, P051121, how to lock [bill rate] BLGRT?
