Apply UDA to a Dimension Member via the Edit Tool and UDA Tabe

I have a couple user, setup with Planning Admin access.  One of them is able to open the dimension member via the edit button, go the the UDA Tab, so UDA's available on the left hand side, select one, move it to the right hand side and works just fine.   The other user is unable to see the UDA's on the left hand side, but is able to Add a UDA.  

Any idea on why it would work for one user in the planning group , but not the other user??
