Reports generated in binary formats to reduce bloat in report size.

Reports generated in the EXCEL format via BI Publisher 10g are extremely bloated.  Having the ability to format in a binary version, such as .xlsb would make large spreadsheet reports condensed to a managable size that would reduce the increasing demand on our network resources.  A 40mb file may not be much individually but with 50 to 100 users pulling these kinds of files in a day taxes our network to such a degree that the user experience is hindered and reduces the usefullness that Oracle is suppose to be providing our organization.  We have no short term goals to upgrade to BIP 11g so a solution in
