XML Bursting of Statement Generation Program Output

I am having trouble in Oracle 11.5.10.2 with bursting the output of Statement Generation Program (ARXSGP and ARXSGPO). The intention is to have seperate emails for each customer based on elements within the G_STATEMENT group, to update our outmoded envelope stuffing process.

Instead of expected results, I find that I receive only one large attachment with ALL customer statements. My RTF looks just fine, and my AR team could pare this down to the intented recipient's information before forwarding. However, it would be much nicer to have this step done for them. Can anyone advise if you have seen this done properly before?
