Installing a new OMS against existing repository

 I want to add an OMS server to my 12cR2 cluster through a manual installation, tieing it to the existing repository database.  I do not want to use the Procedure Library  to create the new node, I want it to be completely independent.
Is there an OUI runInstaller flag for this?
