What is the best practice for applying one-off patches?

What is the best practice in regards to applying one-off patches to ATG on Oracle eBusiness Suite?

Right now we have a list of 800 one-off ATG patches that some non-DBA (but technical) people that want to apply them to be proactive.  We are a team of only two Apps DBAs and we both do not want to apply them because we want a specific reason to apply them.  Should we apply them or not?  I don't feel its a good idea to apply that many one offs, but also don't want to overlook an opportunity to be proactive (being these people here think its a good idea).
