How do i restrict organisations on FSG Reports

We have created a new responsibility for FSG reports on order to restrict user access to specific organisations

We created new security rule and assigned responsibility in Key Flexfield Security Rules. The security rule associates with the limits defined in the rule if the selection option (drop down menu) is used. If the select option is not used, then the FSG report does not limit to the rule and all organisations are selected.

All other FSG responsibilities have been removed from user.

However when user runs reports they can still see all organisations.

What further action is required to restrict organisations ?
