eAM Segregation of Duties.

Can anyone help me out with eAM Segregation Of Duties?

like :

 End User is the one who create Work Request, 

 Department Supervisor will create work order based on Work Request.

Maintenance Admin is the one who runs Preventive Maintenance--.----

Stores Personnel will issue items.

Resource charge, ----?

Work Completing ----?

Work order Completion ------?

Work Order Closure ------?
