How to update item cost (FIFO) for the previous layer ,,, 11i

our App 11i
in Inventory - Item Cost 

I need to update the cost for the previous layer because it was wrong entry from our user,, 
ex: the user receipt Item with cost (17) instead of  (87)  and now when he trying to make misc-issue or internal-req ,,, it will be a wrong cost !!! 
how can i solve this issue
