emctl cannot execute on Agent Cloud Control 12.1.0.3 for Windows 2008 R2

This is a fresh install of Cloud Control 12.1.0.3 on Windows 2008 R2.

All was working fine (2 monitored targets, plus one for the Cloud Control serveur itself)

I decide to reboot the Cloud Control server to see if all services will come up automatically

What restarts automatically is

 - ASM

- LISTENER

- OEM DATABASE REPOSITORY

But the folowing services doesn't restart at reboot

- Oracleagent12c1Agent

- OracleManagementServer_EMGC_OMS1_1

So i start manualy and successfully the service from the Service Control Panel

=>  "OracleManagementServer_EMGC_OMS1_1" 

But "Oracleagent12c1Agent" doesn't start the same way

So i try with the "emctl" command on a cmd.exe window (in administrator mode) and notice that the executable emctl cannot be launch
