Transfer Picked Material from Staging Sub Inventory into the FGI ??

 I have created the SO and Booked it as well, then I have successfully done the Pick Release i-e Transfer Material from FGI Sub Inventory (Main SI of IO) to STAGING Sub Inventory and the SO line status shows the Picked. While doing the Ship Confirm we have found that Item are cracked (i-e of Inferior Quality) , our Shipment clerk thought to don't ship the material to the customer otherwise it would be return and the material lies in the Stagging Sub Inventory. 
Now Shipment Clerks wanted to tranfer the Material again into the FGI (Main Sub Inventory). 
How does he could do that ?? Is there any way to cater this ??
