How to not apply commissions against free goods?

Does anyone know of a way to stop calculating commissions against free goods?  The free goods item can also be ordered individually, so we do not want to use sales commission preference to override the commission percent to 0, just when it is a free good.  The sales rep is getting a negative commission due to the negative margin since the free good is sold at $0, but still has a cost.  Thanks.
