Requisition and PO_AUTO_SRC

Is there any way to set Peoplesoft to only create a po for inventory when you choose to.  So for an inventory item if you do a req for 30 and you only have 20 it creates a material stock request for 20 and a PO for 10..  Is there any way to have it fill the 20 and hold the 10 until there is inventory sometimes and create a po sometimes?
