Error in Updating a Grade Ladder

Hi all,

One of our users was updating the salary rates of a grad ladder in encountered this error, "you cannot end date a grade step, if you have used it as the ceiling step for your grade scale in a future record". The user said that grades were unlinked to the table since they are not needed. I am not very knowledgeable on how to go about the grade ladders in Oracle so can anyone help me and explain to me why this error is encountered?
