An Invalid Setup has been detected for the current Transaction Type in Approvals Management. Please contact your System Administrator

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1.  Employee Self Service
2.  Special Information Type
3.  Submit the Request
4.  Error "An Invalid Setup has been detected for the current Transaction Type in Approvals Management. Please contact your System Administrator."
