Unable to Cancel Purchase Requisitions You Do Not Have Sufficient Authority to Control the Status of

Hi, 

We are having issues with some users that they cannot cancel their requisition.  The error thrown is: You do not have sufficient authority to control the status of this requisition. 

I have queried My Oracle Support and Google and cannot locate this error and a solution have also reviewed Master Troubleshooting Guide for Cancel Actions in Purchasing (Doc ID 1480108.1)

Though it is a helpful document does not seem to cover the issue I am having.

Anyone out there dealt with this error and resolved it?
