Multi Currency - Modifier with Exclusive Group

I am testing using Modifier with Optional Currency.   Price List is loaded by category with a formula to derive the price.   We have requirement for a modifier that has "exclusive group" with application method "new price" to override the price list price for certain customers and a higher fixed price.   This prevents an existing 2 modifier that contains price breaks from being applied.   When changing the existing modifier that contains "exclusive group" to optional currency, the amount does not get converted eventhough I'm applying a formula to include a factor list for conversion.  Any thoughts on how to achieve this?
