DBA_USERS got locked after upgarding Apps database to 11gR2 with DBUA

Hi Experts,
All the dba_users got locked in EBS database after upgarding from 10.2.0.5 database to 11.2.0.3.


EBS version: 11.5.10.2

DB: 10.2.0.5 > 11.2.0.3


trace.log file shows the users got locked during upgrade process.

how to solve this issue?

Please help me in this
