R12.1.3 :-> Item Search In On-Hand Availability (Material Workbench) is Case Sensitive

Search the Item code is created in Upper case Letters (Capital Letters) , but the search is case sensitive. Users need to search in small letters also.

The issue can be reproduced at will with the following steps:
1. Navigation: Inventory >>>Onhand Availability.
2. Try to search the On-hand availability of items using Lower case letters.
