How to prevent consumptions of forecast while merging 2 OU's

Hi Team,

Client is having 2 OU's in different locations. Now they want to merge both the OU's.

OU1 - Inv 1 -- setup is designed as they will have safety stock but they won't consume forecast as demand

OU2 -- Inv 2 -- Setup is designed as they not have safety stock but they will consume forecast as demand.

Now clien wants to merge OU2 with OU1.

Please advise hot to prevent consumtion of forecast as demand for OU2 while merging. What are things needs to taken care while merging.
