Generating notification through emails

hi,

is there any way i can give email notification for work order management, when work order is pending for approval at a user? i know it can be achieved through oracle alert but is there any other way?

To be more clear let say i set one user for approving work orders, that particular user wants to get email notification saying a work order is waiting for your approval.
