Absence Management - the entitlement balances of users are inconsistent

The leave balances of staff are inconsistent for some staff.

Here is the picture, All staff are entitled to 20 working days every year. You can only carry over 10days from a previous year up until the end of the first quarter of the next year.

What this implies is that, if you have 10days from a previous year(2012), your total leave balances for the new year(2013) will be 20days for the new year plus the 10days from the previous year giving a total of 30days.

Now if you do not utilise the carryover leave by end of March of the new year, you automatically lose the 10days and will be left with 20days for the new year from april 1 2013. This means any leave taken from april till
