DBCA - Configure options fails with Database Not Mounted error

When running DBCA and trying  to configure database options, it finds the database I want to configure but when I try to go forward, I get and error that the database is not mounted. The database is mounted and open. I have an instance of ebusiness suite running and have no issues.
