Understanding Security Reports

I am not sure if this is the right forum to post the question. We are currently using EBS version 12.1.3

I am working with auditors to provide segregation duty reports. I have a question on how to understand the security reports.

I logged in as sysadmin and go to user managment ->security reports

I ran the list of functions for the specified responsibility report.

The returned report has an accessibility column (value can be Yes/No). My question is if the Accessibility column is returned Yes, does that mean for the particular listed function, the responsibility has change, add, delete rights?
