T5-1B and T5-2 memory configurations

I am just trying to confirm what I am reading as it is hard to believe and also seems to be some conflicting information. I just want to make sure I am giving management options on purchases. Also yes I am aware 1 is for a Blade 6000 chassis and the other a stand alone server.
On the T5-1B is it true that you have to fully populate the memory qty 16 sticks? I can not find any documentation that states otherwise. Seems kind of crazy that I would be required to populate every slot so not sure if I am missing a doc which states other population rules
