Patch 9239090 : Getting ORA-01882: timezone region not found

Hi 


Recently installed R12.1.1 with vision DB, trying to upgraded to 12.1.3, as part of the same we are applying 12.1.3 maintenance pack on 12.1.1 & its failing with below error on product aso while loading .xdf files.

Exception in thread "main" java.sql.SQLException: ORA-00604: error occurred at recursive SQL level 1
ORA-01882: timezone region not found
at oracle.jdbc.driver.T4CTTIoer.processError(T4CTTIoer.java:439)

Please assist.
