Siebel FInance VS data visibility based on region and/or business line

hi!

does Siebel Base or Siebel Finance support access to data based on region and business line?
for example is a scenario possible where user have an access to accounts from specific region or/and specific business line?

i've reviewed some documentation and it's not clear to me how to achive this in Finance.
whether it's standard functionality or i should think of some customization...
