in R12 , is it possible to change OPM item from no control to full control while zero on hand exist

. In R12, due to OPM convergence, Inventory disallows any changes to the Lot Control Attribute once there exist any transactions in the system. Hence this article is not applicable for R12 and beyond.

Flip lot controlled code from ‘No Lot controlled’ to ‘Full Lot controlled’ ->Appy Patch 14835893:R12.CSI.B - for 12.1.3.

my question is  in R12 , is it possible to change OPM item from  no control to full control while zero on hand exists but exist any transactions ?
