Why am I getting No Items Found on HTML Debrief in R12?

We have a new R12 instance (12.1.3) that was upgraded from 11.5.10.2. Please refer to the attached screenshots. When I navigate to the Debrief HTML and select an item or Click Search for Item on both the Material and Expense, I get the "No Items Found" message. The Service: Invetory Validation Organization and Service: Field Service Transaction Organization Profile Options are both set to BRAZIL FIELD SERVICE. There are a lof of parts and expense items that are setup in the BRAZIL FIELD SERVICE (BSV) Organization. What am I missing?
