Compensation Management - Common Display Settings

In the Compensation Management, other than making custom modifications to the Compensation Management Workbench program, Is there a way to allow HR administrators some rights that are not granted to supervisors?  For instance, if I want to have the "CMPOVEL" Common Display Setting (P05004) turned "ON" for Compensation Management HR Administrators while it would be turned "OFF" for Supervisors using the same program?  This can be easily accomplished by modifying the Compensation Workbench program and associated processing options, but that requires a custom mod to the JDE code.

Any way to achieve that without custom mods?
