Peoplesoft Enterprise installation Fails at addon step

Hi Guys,
I am performing an upgrade from Peoplesoft plugin 8.51 to 8.52.

I have uninstall the 8.51 plugin completely to install the new 8.52 plugin but the installation stops with and error 25031 at the Peoplesoft Environment Repository plugin addon step.
I have been researching for days with no luck
could anyone help?
