Post instance crash services are not started correctly.

Hi,
Our 2 node cluster had an instance crash on 2nd node with  ORA 600 [kjcvg04].

Note: Post crash services are not started correctly:

   INST_ID NAME                 VALUE
---------- -------------------- ------------------------------------------------------------
         2 service_names        PR1RIR20
         1 service_names        PR1RIR20_SH, PR1RIR20_1SH, PR1RIR20


Instance 2 should have 3 services running : PR1RIR20_SH, PR1RIR20_2SH, PR1RIR20.

Below is the output of srvctl for the service PR1RIR20_SH.

srvctl config service -d PR1RIR20 -s PR1RIR20_SH
PR1RIR20_SH PREF: PR1RIR21 PR1RIR22 AVAIL:

Can someone please suggest, why did these services start in this manner.
