How to create Multi-stop trip a minimum percentage of use of the equipment?

I'm trying to create trips with minimum percentage of use of the equipment, but this has worked for me when using the function of "Multi-stop shipments," for example:

Team of 10 tons, with a minimum percentage of 60% utilization, this would be 6 tons.

Then I have four order release, which in total makes me 5 tons, at this time creates a buy shipment, but the customer needs, that does not create the buy shipment, because there is 60% of the equipment.

Someone has an idea to solve the problem.
