Loading Rules HFM 11.1.2.3 Error 11 CHsvDSRulesOM.cpp

I am attempting to load rules via Workspace in HFM 11.1.2.3 and am getting error message 11 CHsvDSRulesOM.cpp. I've researched the KM and have not found anything which explains the error. Has anyone experienced issues with loading rules for version 9.3.1 to 11.1.2x or higher.
