Server migration

Hi,
We want to migrate our Oracle EBS (database and application) from existing server to new server.
The new server will have the same O/S version and configuration (IP, hostname, username, permission file, directories) with the existing server.

Can I simply copy the database software, database files, and application software to the new server to migrate our Oracle EBS server ?

Please advise.
