Questions about real basics - do I need XML DB or can I do with XDK?

Hello,
I am a DBA but a bit new to XML, I normally do not do any programming, there is a big Dev team  where people use XML. My developers have been so far using functions like "select(XMLELEMENT" to generate XML documents. The XML content is usually sent to a remote site for loading to our third party to update our web site, which is not part of our internal system structure.
However, the performance of generating those XML files is very poor and more and more XML content will be created. I need to know - do I need an XML DB? Is there a simpler apporoach? What is the minimum I need to have to provide a tool just fot generating XML? This note:   Information On Installed Database Components and Schemas (
