Delete Opt out Contacts

Hello,

The bulk delete option does not work on opt out contacts. Can anyone suggest ho wto clean up the opt outs? I tried to export the opt out list, mark the Email Permitted flag as "1" , reimported the records but still the Email Permitted remains as "No". I also tried marking the flag as "Yes" and re-importing , it did'nt work. Is theree a way to mark these contacts as opt in so that I can use bulk delete option to delete them
