Way to track labor hours for project transfers?

Given the following scenario, is there a way to track the number of labor hours contributing to a an item's transferred resource costs?

Using a WIP discrete job for project A, we make 2 cart wheels.  A painter resource spends 1 hour per wheel which is logged as a resource transaction to the job.

The 2 cart wheels are completed into inventory with a cost comprised of the materials and labor.

1 wheel is issued to a WIP job for project B.

1 wheel is issued to a WIP job for project C.

The two wip component issues are transferred to projects and show the material and resource cost of the cart wheels.
