Creating a Quality Collection Plan Transaction

Hello, I'm looking for the ability to have a Quality Collection Plan enabled on a Work Order in a system status of draft though unreleased in EAM. I have tried multiple different versions of Quality Plans with no luck. Is there a way to create your own Quality Collection Transactions where the Work Order Status can be any specified type and enable the Quality Collection Plan in order for a user to enter results?
