Question regarding patch 14374587

We are using EBS version 12.1.3 and database version 11.2.0.3 I am still relatively new to EBS and learning.

I looked at the readme for the patch for 14374587. Should I be applying this patch to the database or to the application tier? The patch readme note mentioned opatch. I remember seeing this opatch on db tier. However, this patch is for report. So, is there somewhere in apps tier I can find the opatch environment as well? Also, where is the rwbuilder.conf file located? Gurus, please advise. Thank you very much.
