Patches to be applied for individual products after upgrade from R12.0.6 to R12.1.3

 Hi,
We have upgraded our instance from R12.0.6 to R12.1.3. We want to know if there are any family packs to be applied for individual products after upgrade. We have run Patch Wizard which gave us around 500 unapplied patches which are recommended and high priority patches. Is it mandatory to apply all these patches to our instance? In these list of patches we got are some of them environment specific patches? Or  is it mandatory to apply all these patches for any R12.1.3 environment?
