Upgrading to a newer release now dataq and HR history window no longer display data

Q:  After upgrading to a new release, the dataq for the F060116 is no longer displaying data for the F08042.  Below are the steps already taken and the problem is still present.  What is preventing the dataq from updating?  NOTE:  This worked prior to the upgrade.1. The Master File Library located on Video V08040 matches the library in the employee master file, F060116.
2. The ‘select data for tracking’ on video V08041 is populated.
3. The monitor status on Video V08HST is active.
4. Stopped the subsystem and monitor, cleared the dataq for file F060116 and  re-started the subsystem and monitor to re-create the dataq.
